Admin override event capacity and close date

Admin should have the ability to override any event capacity or close date rules without needing to reopen or close registration. This would be helpful in cases where the event host determines they can support additional registrations, or if a VIP/trustee asks to attend even when the event is full. Having to adjust capacity numbers and then open registration (and risk having general public register at the same time) is a hassle and too risky.

Once an admin is registered as an event attendee, they lose admin rights to manually register guests. I am both an admin and an alumna, and there are times I would need to personally register as a guest to a sub event (ex. my Class event at Reunion) and also need to manually register other alums to the main event. The roles should not be mutually exclusive.
