Static Text Editing Tools in Event Description

The editing tools in the event description can be difficult to have show up, especially if you're editing linked text (the tools do not pop up most often in this case). Can we have the editing tools be static at the top of the event description box so that they're more user friendly?

How often do you encounter issues with the editing tools not appearing?

Would having the editing tools always visible improve your workflow, or are there other features that could also help?

Almost every time I go to edit the event description. They'll also pop up covering text and getting in the way of seeing things. Hyperlinked text is also unable to be edited since the text edit tools do not show up when its already hyperlinked because only the link tools appear.
I've only done a few events, but it's just on the basic events setup page
It would vastly improve my workflow since then I wouldn't have to mess around with getting them to open and I could just work.
