Customization of community admin rights

Currently, granting community admin rights provides full access to the communication center, which is not ideal for our large class rep program. It would be beneficial to have the ability to limit these rights to just the person's class and a specific list of email templates. This enhancement would aid both the site admin and the community admin in managing communications more effectively.

We definitely need additional rights - I have students who can help me enter Directory informaiton in various directories but they should not be allowed to do anything else. Also have internal staff who want to search in Data Studio but don't want anything else - no alerts to things, no access to other things. They need to find "who goes to STanford and is open to student contact?" or "Who works in environmental law and is local so could come speak at an event" etc.

Also would appreciate if there could be a mid level where they could create/wdit but not actually send.
