For a limited ticket- all guests are unchecked by default(rather than all selected) and the message asks the registrant to choose the accompanying guests.

Currently, if a ticket comes with limited seats, you have the ability to check all guests regardless of the count. For example, the ticket is for two seats. I am bringing a group of four, and I check all four boxes. While a pop-up appears saying that the maximum number has been reached, it does not prevent you from checking the additional boxes. This has led guests to believe that all guests were paid for/covered by a ticket, when in fact they were not.
