Allow "gift ticket" to be available even if no other tickets are added to an event

As of today, the system requires an event to have at least one ticket added to enable the Gift Ticket section. However, if a simpler RSVP events with gift ticket needs to be setup, it is not possible.

Having a gift ticket option for all events, regardless if there is a ticket or not would help encourage all event participants to donate - even if the event is free. For example, if I have a free event, I don't even create a ticket because it adds an additional step for the participant. Doing this, I lose the opportunity to ask guests to give a donation. 
So - I suggest having a gift ticket option for any and all event. I would place it after the registrant fills out the required information and then before it being 'submitted' with the green 'you're registered!' confirmation, we ask if they'd like to give a gift (not required) and they can either do so by entering in their credit card information or hit 'skip' and then be registered for the event.

Additionally, having an option for those who click "will not attend" before receiving the confirmation for that, asking something like "We will miss you at {event name}. If you would like to give a gift, please do so below." and then have the gift ticket options.
